Composite Bow / Crossbow Quest
I recommend you read through this entire article and decide what components you want to use before you start hunting for materials...
Stage 1 - Get your raw materials
A composite bow / crossbow is made up of several raw materials. These are gained by slaying the relevant nasties. Of course you can always wimp out and trade for them instead... ;]

A composite bow is comprised of two horns, two sinews, three guts / tongues and one bone (optional). The same applies for a composite crossbow, but a golem heart is also required. Spares are useful if you are trying for a successful skill check on your chosen components (see below).
Stage 2 - Prepare your components
Once you have a workable set of components they need to be prepared for assembly. Your trade skills will need to be very high to accomplish this with any degree of sucess, so you may want seek out the help of a mage to buff your skills, or even other (trustworthy) players with trade skills superior to your own.

If you're using high quality components a skill of around 350 is recommended to have a high chance of success. To get medium results with low quality compnents a level of around 300 is still recommended. It's worth noting that as long as the relevant skill is trained you can still process the components, so just about anybody can make a medium quality bow if they want one.

Note that you cannot use different components of the same type, ie you must have 2 Shaped Great Mattekar Horns, 1 Shaped Great Mattekar Horn and 1 Shaped Fire Auroch Horn will be useless for the next stage. The same goes for sinews; if you use two different types of sinew on your horns in the next stage you will be unable to combine your composite arms and make your bow!
Stage 3 - Combining your components
Right, you've hunted countless Mattekars, you've searched endlessly for an obliging cook, you've even gone to the agonising lengths required to get yourself the best quality handle. It's time to make that bow...

Component Quality Notes
It is unknown at this time exactly what components influence which bow statistics, with the exception of the handle. Range is fixed at 80 yards for all composite bows and crossbows, but damage modifier, melee defense bonus and speed are all effected by the quality and combination of your components.
